Agency crackdown to include locum doctors 52 14/10/2015

A government "clampdown" on agency staffing costs will apply to doctors, it was announced yesterday.

Locum agencies will not be allowed to charge more than the normal hourly earnings of an NHS doctor, according to the new rules.

The Department of Health says the new rules will save the NHS £1 billion over three years. They are due to be introduced on November 23.

At first the level of the caps are due to be set above hourly NHS rates - but they will be reduced to the same hourly rates as the NHS by next April.

Agencies have levied charges of up to £3,500 for locum doctors working weekend shifts in shortage areas such as emergency medicine.

The government says trusts will be able to override caps "where absolutely necessary" to protect patient safety.

New rules will also apply to managers hired as consultants.

The move was backed by hospitals chief inspector Professor Sir Mike Richards.

He said: "I welcome the fact that this is being phased in, allowing staff and trusts time to adjust and minimising any risks to patient safety. Close monitoring will allow us to assess the impact on individual trusts."

Health secretary Jeremy Hunt claimed the move would release funds to be reinvested in developing "a truly seven day NHS."

He said: "For too long staffing agencies have been able to rip off the NHS by charging extortionate hourly rates which cost billions of pounds a year and undermine staff working hard to deliver high-quality care.

"The tough new controls on spending that we’re putting in place will help the NHS improve continuity of care for patients and invest in the frontline - while putting an end to the days of unscrupulous companies charging up to £3,500 a shift for a doctor."
