The status of a 'drug as illicit' is the major determinant of the problems that ensure from its use.Discuss.  :o

If the hard line were taken with this proposal, then initially I would say that the physical properties of the drug itself and it's effects on the user would be THE major determinant of the problems that ensue from it.

If the softer line of 'A major determinant' were taken however. 'Problems' being taken to the widest sense. From physical effects on personal health, to that of family and the direct and indirect wider social burden of associate crime and loss of productivity. Indeed a significant (>1%) of global GDP in involved in 'fighting drugs'.

Added to this psychology of the 'appeal of the illicit', and some sort of case is possible.

Note that 'illicitness' for a given drug can change in terms of life stage, quantity, frequency, route, mode of production, situation of use/reason for use etc.

So the statement is true interms of a wider understanding of illicit.
